Government and institutional upload forms validate against a fixed list of permitted types written well before HEIC existed, so the extension is refused on sight. Behind the form, submitted images are processed by libraries built without HEVC support, so even a file that slipped through would fail later.
Neither is something you can work around from your side, which is why converting to JPG first is the reliable fix rather than a workaround.
The photo you are converting is a passport page, a visa form or a photo ID. Most online converters upload that to a server owned by someone you have never heard of, where retention and access are matters of trust.

Photos keep their original pixel dimensions unless you pick an Output size preset, which centre-crops to a square and scales the longest edge down as it converts. For a file size cap, lower the quality slider and convert again.
Aspect ratios other than square still need a manual crop in Photos, Paint or Preview.
No. There is no upload step and no server-side storage. The decoder runs inside your browser tab, so a passport scan is read from your device into memory and converted there. Verify it in the Network tab, or convert with the internet disconnected once the page has loaded.
Partly. The quality slider handles file size caps — many portals allow as little as 240 KB. It does not change pixel dimensions, so if the form demands something like 600 × 600 you will need to crop the JPG afterwards in Photos, Paint or Preview.
